I can understand why, except in the case of Jack.  She totally should have been available to FemShep!

Incidentally, you can totally hack the gamesave to unlock these romances for Femshep!  You can do so for any pairing, but there aren't always voice-overs for them (though you still get the subtitles).  Miranda actually had voicework for it, which lends proof that she was originally conceived as a bisexual romance.  Same with Ashley and Kaidan.  Even better, this method works on console as well, but you need to transfer the save files to a flash drive to manipulate them...
